Energy Performance Contracts

Make heat-network improvement investable, measurable and accountable.

Heatiliti’s Energy Performance Contracts combine technical assessment, capital improvement, monitoring and long-term accountability. We identify the changes needed to improve efficiency, reliability and carbon performance, then structure delivery around agreed and measurable outcomes.

For existing underperforming networks and new-build schemes, our EPC model can combine design, capital investment, delivery, operation and performance verification in one accountable arrangement.

What Heatiliti guarantees

The central measure in a Heatiliti EPC is seasonal or system efficiency: the relationship between fuel or energy input and the heat sold or delivered through the network. The exact baseline, scope, measurement method and guarantee are agreed for each project.

Depending on the project, agreed outcomes can include:

  • Seasonal and system-efficiency improvement

  • Reduced fuel or energy consumption

  • Carbon-emissions reduction

  • Financial savings

  • Plant and network performance KPIs

  • Improved availability, reliability and resident service outcomes

Where agreed performance is not achieved, remedies may include remedial works at Heatiliti’s cost or a repayment/credit mechanism, depending on the contract circumstances. Where performance exceeds agreed targets, the resulting benefit can be shared through a shared-savings model.

How ESCo Light works

1. Assess

We review plant, controls, hydraulics, heat-loss performance, consumption, maintenance history, operating data and customer-impact risks.

2. Establish the baseline

We agree a transparent baseline and the measurement and verification approach against which performance will be assessed.

3. Develop the improvement plan

We identify and prioritise the interventions that can improve performance: controls, hydraulic works, plant replacement, optimisation, insulation, metering, HIU upgrades or wider network refurbishment.

4. Fund & deliver

Heatiliti can arrange capital funding through an infrastructure funding partner, subject to project due diligence and approval. We then design, deliver and commission the agreed measures.

5. Verify & optimise

We measure outcomes against the agreed baseline and KPIs, report transparently and continue to optimise the network through the contract term.

Why an EPC?

An EPC creates a route to improvement where an owner has an ageing, inefficient or poorly performing heat network but needs greater certainty over investment outcomes. Rather than funding isolated repairs without a clear performance commitment, the client agrees a defined programme of works and measurable results.

Why Heatiliti

Heatiliti’s leadership team has experience developing, technically supporting and delivering major heat-network optimisation and EPC programmes involving controls retrofit, hydraulic upgrades and energy-centre improvement across thousands of homes. This experience informs Heatiliti’s approach to baselining, scope development, delivery risk and long-term performance accountability.

Consumer protection, built in

The intended outcome is not only better asset performance. An effective EPC should improve the reliability, affordability and transparency of heat service for consumers. Heatiliti considers resident impact, communication, tariff governance and service continuity alongside technical efficiency throughout EPC development and delivery.

FAQs

What is the main performance measure under a Heatiliti EPC?

The core measure is seasonal or system efficiency: the relationship between energy or fuel input and the heat sold or delivered through the network. The agreed baseline and measurement method are specific to each project.

Does Heatiliti guarantee savings?

Where agreed in the contract, Heatiliti can guarantee efficiency improvements that translate into energy, carbon and financial savings, alongside defined plant and network KPIs. Guarantees, exclusions, baselines and verification arrangements are project-specific.

What happens if the agreed performance is not achieved?

The remedy is agreed in the EPC. Depending on the circumstances, it may involve remedial works at Heatiliti’s cost or a repayment/credit mechanism.

Can Heatiliti fund the improvement works?

Yes. Heatiliti can arrange funding through an infrastructure funding partner, subject to technical and commercial due diligence and investment approval.

Is an EPC only suitable for existing networks?

No. EPCs can be applied to underperforming live assets and can also be used for new-build schemes where long-term performance accountability is required.
