Metering & billing
Heat network metering and billing, from meter to bill
Heatiliti provides a fully managed metering, billing and resident account service for communal and district heat networks. We bring the physical metering infrastructure, consumption data, resident accounts, billing, payments, customer service and reporting together within one coordinated operating model.
Most billing problems start in the plant room or the riser, not the billing system. Because our team also designs, installs, controls and maintains heat networks, we can trace an inaccurate bill back to a failed meter, a broken M-Bus loop or an HIU fault, and fix the cause rather than just correcting the invoice.
Whether you manage a single development or a large portfolio, we give landlords, managing agents and asset owners accurate data, reliable revenue and a service residents can trust.
One service, from meter to bill
Managing a heat network involves much more than producing bills. Our service can include:
Meter data collection, validation and exception management
Resident account set-up, move-in and move-out processing
Credit and prepayment (pay-as-you-go) billing
Bill and statement production
Tariff administration and standing-charge set-up
Payment processing, allocation and reconciliation
Debt monitoring and arrears management
Resident enquiries, complaints and case management
Financial, operational and portfolio reporting
Compliance and regulatory support
Metering surveys, repairs and technical remedial works
Clients can appoint us for the full managed service, or for individual elements such as a metering survey, a billing audit or a migration away from an existing billing provider.
Smart metering & automated data collection
Accurate billing starts with reliable meter data. We support heat metering alongside sub-metering for electricity, water and cooling, using open communication protocols so that data is not locked to a single manufacturer.
Wired and wireless M-Bus
Modbus and pulse outputs
Automated meter reading (AMR) and remote data collection
Data loggers and communications gateways
Integration with Delta Controls BMS and energy-centre metering
Existing and new-build metering systems
Automated collection reduces reliance on manual readings and estimated bills, and gives early warning of missing reads, failed meters and communication faults.

Resident experience
Residents can manage their account online and, where applicable, through a mobile app. They can view consumption, view and download bills, check their balance, make payments, top up prepayment accounts and raise queries.
Alongside digital self-service, our customer support and case management processes make sure enquiries and complaints are recorded, managed and resolved consistently, with support available for residents who cannot or prefer not to use digital channels.
Portfolio visibility & reporting
For landlords, managing agents and asset owners, we provide a consolidated view of metering, billing and financial performance. Depending on the agreed service, reporting can include:
Portfolio, site and property-level dashboards
Consumption and meter read quality, including missing or failed reads
Billing status, amounts billed and cash collected
Outstanding balances and aged debt
Move-in and move-out activity
Resident enquiries, complaints and service performance
Metering exceptions and remedial actions
Compliance & regulatory readiness
Ofgem began regulating heat networks in Great Britain on 27 January 2026, with consumer protection rules covering billing, customer service, complaints and vulnerable customers. Existing operators and suppliers must register their networks with Ofgem before 27 January 2027, and further requirements, including Guaranteed Standards of Performance, are being phased in from 2027.
We help clients understand where their portfolio stands, close the gaps and put practical systems in place to stay compliant:
Portfolio and site compliance reviews
Metering and billing audits, including meter and data integrity checks
Billing transparency, back-billing and tariff reviews
Consumer communication, vulnerability and complaint-handling processes
Record keeping and audit readiness
Ofgem registration support and compliance evidence preparation
Metering & asset services
Where the problem sits with the physical metering infrastructure, our engineers investigate and resolve it. Services include:
Portfolio and site surveys, and metering asset health checks
Heat meter inspection, repair and replacement
M-Bus network fault finding, repairs and communications upgrades
Installation of smart heat meters, electricity, water and cooling sub-meters
Prepayment meter and prepayment valve installation
Data logger and gateway installation
HIU health checks and HIU replacement
Metering upgrade and remediation programmes
We can supply all associated metering and communications hardware as part of a new installation, retrofit or upgrade programme.
Why Heatiliti
Billing-only providers can report a problem, but they often cannot fix it. Heatiliti connects the meter, the network and the bill. A meter communication fault can be picked up before it becomes a billing problem, billing exceptions can be traced to their technical cause, and our own engineers can put it right. With 50 years of combined experience across heat-network design, delivery and operation, we understand the whole system behind every bill.
Consumer protection, built in
Fair, accurate and understandable bills are at the heart of consumer protection on a heat network. Our service is built around actual meter readings rather than estimates, transparent tariffs and standing charges, accessible support, fair treatment of residents in debt and particular care for vulnerable customers. We give clients the evidence they need to show residents, and the regulator, that their network is being run fairly.
FAQs
Can you take over from our existing billing provider?
Yes. We manage the migration of resident accounts, balances, tariffs and meter data, and carry out a metering review at the start so that any data or hardware issues are identified before the first bill is issued.
Do you work with existing meters, or do they need replacing?
We work with existing metering systems wherever they are reliable. Where meters are faulty, obsolete or not communicating, we survey the installation and recommend targeted repairs or replacement rather than wholesale change.
Do you offer prepayment as well as credit billing?
Yes. We can provide credit billing, prepayment or a mix of both across a portfolio, with prepayment meters and control valves supplied and installed where required.
Can you help us comply with Ofgem heat network regulation?
Yes. We carry out compliance reviews, metering and billing audits, process reviews and Ofgem registration support, and help you prepare the evidence needed to show compliance.
Can metering and billing be combined with your other services?
Yes. Metering and billing can be provided on its own, or combined with our Operation & Maintenance plans, BMS monitoring, Energy Performance Contracts or as part of a full ESCo arrangement.
